<p>The disclosed output rate control device is provided with a TS packet buffer, a maximum-value increase detection unit, a minimum-value decrease detection unit, and an output control unit. The TS packet buffer accumulates inputted packets. The maximum-value increase detection unit detects when the maximum value, over fixed time intervals, of the number of packets in the TS packet buffer is trending upwards. The minimum-value decrease detection unit detects when the minimum value, over fixed time intervals, of the number of packets in the TS packet buffer is trending downwards. If the maximum-value increase detection unit has detected an upwards trend, the output control unit increases the rate at which packets accumulated in the TS packet buffer are outputted, and if the minimum-value decrease detection unit has detected a downwards trend, the output control unit decreases said rate.</p> |
