<P>PROBLEM TO BE SOLVED: To provide a nitrogen-containing carbon material having high oxygen reduction activity, and further, to provide a method for producing the material while saving resources and energy. <P>SOLUTION: The nitrogen-containing carbon material is obtained by carbonizing a precursor containing azulmic acid and a transition metal.
