<P>PROBLEM TO BE SOLVED: To provide a technique for efficiently downloading a file from a server. <P>SOLUTION: A setting unit 120 sets a start-up date and time of a module. A start-up control unit 122 starts up the module at the set start-up date and time. According to the condition before the start-up or after the start-up of the module by the start-up control unit 122, the setting unit 120 sets a next start-up date and time of the module.
