<P>PROBLEM TO BE SOLVED: To provide a battery state estimating device which is capable of accurately estimating a battery state of an engine starting battery by using a small full-scale current sensor. <P>SOLUTION: A voltage value measured by a voltage measurement circuit and a current value measured by a current sensor are stored in a ring buffer per ms (S106). It is determined whether a starter switch is turned on or not, by monitoring changes in voltage value stored in the ring buffer (S110).
