<P>PROBLEM TO BE SOLVED: To provide a controller which can perform low cost charging with midnight power only by using relatively simple equipment equipped in the usual vehicle (EV or PHV) from an optimal charging start time. <P>SOLUTION: A user inputs, to an charging system 1, a midnight time period, in which power rates of an electric power company in the area concerned are low, and the next departure time from an input section 42 in an engine (motor) stopped state. In a battery ECU 3, the optimal charging start time regarding the rate is calculated by using information of the present time, the next departure time, and the midnight time period in the engine (motor) stopped state. When the time comes, charging a battery 30 of a vehicle 2 is automatically started.
