<P>PROBLEM TO BE SOLVED: To provide a mobile communication system, a radio control device and a mobile communication method which can select an appropriate handover destination cell if the same cell identification information is set in a neighboring cell. <P>SOLUTION: A radio control device 100 detects a plurality of handover candidate cells to which the same scrambling code (ScC) is set based on the acquired ScC, and determines as a handover destination cell a handover candidate cell having the highest correlation, among the detected plurality of handover candidate cells, between a reception level periodically acquired from a mobile station 300 and a radio communication state acquired from the mobile station 300 at the time of handover. <P>COPYRIGHT: (C)2012,JPO&INPIT |
