PURPOSE: A device and a method for controlling uplink power in a mobile communication system are provided to achieve the uplink quality of a terminal and cell interference even in MIMO transmission at the same time. CONSTITUTION: A power control unit per layer(211) receives the power control parameter through the uplink. The power control unit per layer sets the transmission power to the power control parameter corresponding to each transmission antennas by calculating the transmission power. A plurality of power amplifiers(205,215,225,235) controls the data according to the transmission power. The plurality of power amplifiers transmits data through uplink. A first and second symbol generating unit(200,210) generate at least two symbol words.
