<P>PROBLEM TO BE SOLVED: To provide a communication controller capable of compatibly responding to an FIS from a host. <P>SOLUTION: A communication controller 10 includes: a transport layer for generating an FIS and controlling a transfer protocol; a sequencer management circuit 12 for managing the state of the transfer protocol; a primitive control circuit 11 for determining whether transmitting and receiving of the FIS is permitted or not in response to the state of the transfer protocol; and a link layer for controlling the transmitting and receiving of the FIS in response to the result determined by the primitive control circuit 11.
