<P>PROBLEM TO BE SOLVED: To provide an oil-in-water emulsion composition, the continuous phase of which is an aqueous phase, the oil-in-water emulsion composition being highly effective in suppressing water evaporation, and providing an excellent impression when used, and to provide a method for producing the oil-in-water emulsion composition. <P>SOLUTION: The oil-in-water emulsion composition has an inorganic value of not more than 2,500, and an organic value of not more than 5,000; contains oily components with an IOB value of 0.3-0.5; and contains (A) to (C) below in the aqueous phase. (A) A polyoxyethylene alkyl or an alkenyl ether with 20 to 24 carbons in the alkyl group or alkenyl group, and an average addition mole number of ethylene oxide of 1.5-4; (B) a polyhydric alcohol; (C) a water-soluble polymer. <P>COPYRIGHT: (C)2012,JPO&INPIT |
