The apparatus has a motor (1) directly or indirectly driving a winding shaft (5) and a reference component (7) i.e. rotational axis. The winding shaft directly or indirectly drives another reference component (11). A safety device stops and/or blocks the shaft if rotation speeds of the reference components deviate from each other around a predeterminable measure. The reference components are driven by respective gear boxes (6, 10). A speed difference between the reference components cause position change i.e. angular position change, of the reference components.
