PURPOSE: A mobile communication system for measuring thermal noise and a control method thereof for measuring heat noise power are provided to minimize an external interference. CONSTITUTION: A first base station(100) selects at least one among resource blocks which is not allocated in a mobile communication terminal as a resource block for power measuring. The first base station transmits the source allocation limitation request signal including information about the resource block for measuring the selected power to the neighboring base station(200). The first base station measures the heat noise power about the frequency area corresponding to the resource block for measuring the selected power for predetermined time. The neighboring base station limits the allocation to the mobile communication terminal about a resource block corresponding to the resource allocation limitation request signal which is received from the first base station for predetermined time.
