摘要 <P>PROBLEM TO BE SOLVED: To provide a technique for improving, while suppressing increase of an operation amount for a direct mode, efficiency of motion compensation prediction by enhancing quality of a prediction image. <P>SOLUTION: A moving image encoder includes a standard reference image determination part 107 selecting a first reference image used for motion compensation processing of an encoding object block in accordance with a frequency of a reference image used for motion compensation prediction in a block in the periphery of the encoding object block and obtaining a motion vector value predicted from the first reference image thus selected as a first motion vector value. The moving image encoder further includes a reference image synthesis part synthesizing a first reference block extracted from the first reference image using the first motion vector value and a predetermined region of at least another reference image to create a synthesized reference block.
