An adjacent cell optimization system includes measurement information collection means for collecting the measurement information of the first and second cells; reliability degree evaluation means for performing processing for evaluating the reliability degree of the measurement information of the second cell; priority degree calculation means which, when the reliability degree is at a predetermined threshold or below, calculates a priority degree for registering the second cell in the adjacent cell list of the first cell on the basis of the measurement information of the first cell; and adjacent cell list update means for determining an adjacent cell to register on the basis of the priority degrees and performing control for updating the adjacent cell list.
