The device has two parallel pulleys (2) that are mounted on rope landing platform (1). The rope is connected with a rope regulating element to pull the tiltable carrier (3). The carrier is supported by support bar (7) mounted at a supporting holder (8), in operating position. The rope is fed over pulley at stabilization draw bar and connected with a pile (6) for positioning the solar collecting surface of solar panel on roof in suitable position.
