A handheld apparatus (10) for temporarily incapacitating a subject using pulsed electric current applied to the muscles includes a circuit for generating a pulsed, low-power electric waveform; a plurality of electrical contacts (E) for delivering the waveform to a subject; and a switch (20) to selectively activate the circuit. The waveform has a frequency value in a range of about 40 Hz to about 80 Hz and is generated over a time period sufficient to induce involuntary muscular contraction with non-injurious muscle effects. More particularly the peak voltage is limited to be less than 1 kV, the peak current is less than 1A, the pulse duration is between 3 microseconds and 1 millisecond.
