<P>PROBLEM TO BE SOLVED: To provide a background transfer system using a mobile phone in which uploaded or downloaded data that does not require the real-time property is transferred with low power consumption. <P>SOLUTION: A background transfer engine is provided to a mobile phone. When receiving an upload or download transfer request, the background transfer engine validates the monitoring of communication by a user to a communication controller. When data transmission and reception by the user communication is executed, the communication controller transmits a notification of user communication start to the background transfer engine.
