<P>PROBLEM TO BE SOLVED: To provide a system which allows users to easily request to send congratulatory telegrams without charging any direct charges on the users of the congratulatory telegrams. <P>SOLUTION: A distribution server 2 transmits a congratulatory telegram requested from a terminal 1 to a ceremony hall PC3 at the transmission destination requested when the distribution server 2 confirms a payment from an advertiser server 6. A timing of transmission is optional and it is transmitted, for example, before the opening of a ceremony or at the timing designated by the terminal 1. As immediacy of the transmission is higher than the conventional telegram, it can be transmitted immediately before the ceremony or even during the ceremony. A participant of the ceremony, for example, can transmit a congratulatory telegram from the terminal 1 during a bride's wardrobe change at her wedding ceremony. As the congratulatory telegram is transmitted through a network, it is transmitted without depending on the location of a client or a ceremony.
