<P>PROBLEM TO BE SOLVED: To provide an air conditioning monitoring system and an air conditioning monitoring method, capable of predicting hotspot occurrence and controlling an air conditioning equipment more appropriately. <P>SOLUTION: An air conditioning monitoring system comprises an optical fiber 22 as a temperature sensor that is installed on a plurality of racks 11 housing electronic devices, and measures air temperature passing through above the racks 11 by the optical fiber 22 and a temperature distribution measurement section 25. A temperature distribution analyzer 26 generates an abnormality detection signal in the event that the air temperature passing above the rack 11 exceeds an allowable temperature.
