A mobile communication method has: a step (A) in which upon receiving "Attach Request" or "RA Update Request/TA Update Request" from UE, an SGSN/MME determines whether or not to permit the UE to be in an always-on connection state, in which a bearer for the UE is set at always-on within a core network; and a step (B) in which the SGSN/MME transmits always-on connection information expressing the determination result, to the UE, by means of "Attach Accept" or "RA Update Accept/TA Update Accept."
