<P>PROBLEM TO BE SOLVED: To detect presence/absence of human with high accuracy without separately installing a human detection sensor. <P>SOLUTION: Wirelessly-communicatable VAV control devices 6-1, 6-2 are respectively disposed in a transmittable range of the other side. The VAV control device 6-1 receives radio wave transmitted from the VAV control device 6-2 by two antennas ANT1A, ANT1B, detects the presence or absence of human in a receivable range AR1 of the VAV control device 6-1 on the basis of the variation of a reception level of the received transmission radio wave, and gives notice to the VAV control device 6-2. The VAV control device 6-2 receives the radio wave transmitted from the VAV control device 6-1 by two antennas ANT2A, ANT2B, detects the presence or absence of human in a receivable range AR2 of the VAV control device 6-2 on the basis of the variation of a reception level of the received transmission radio wave, and gives notice to the VAV control device 6-1.
