<P>PROBLEM TO BE SOLVED: To provide a shear cutting tool which achieves a long life by suppressing the peeling of a coating layer. <P>SOLUTION: A chrome coating layer 31 is applied to the surface of a plurality of blades 23, 24 provided on the outer periphery of gear type cutters 11, 12.
