<P>PROBLEM TO BE SOLVED: To achieve an improvement of coding efficiency. <P>SOLUTION: A prediction mode sum-up part 155 performs a sum-up processing of an intra-prediction mode corresponding to one slice stored in a prediction mode buffer 154. An IDR detector 151 detects an IDR slice about input image information. A scene change detector 152 performs a detection processing which detects whether a scene change occurred corresponding to the I slice about the input image information which is a processing object. A code number determination part 153 assigns a smaller code number to the prediction mode having a higher frequency of appearance when no IDR is detected in the IDR detector 151 and no scene change is detected in the scene change detector 152.
