PROBLEM TO BE SOLVED: To provide a technique for efficiently downloading a file from a server.

SOLUTION: A start-up history retaining unit 308 retains start-up histories of an application. A determination unit 270 refers to the start-up histories and determines a file associated with the application to be downloaded from a server. A processing unit 250 downloads the determined associated file. The start-up history retaining unit 308 retains start-up histories in which identification information identifying the application is associated with the newest start-up date and time of the application. The determination unit 270 refers to the start-up date and time and determines an associated file to be downloaded.
