<P>PROBLEM TO BE SOLVED: To provide an apparatus capable of generating weak airflow, etc., by putting a cylinder with a smooth surface and rotating near a wall. <P>SOLUTION: In a low-speed flow generating apparatus, a hole is bored at the center of one end or circular lid material on one side of a solid slender cylinder 1 or a hollow slender cylinder 1 with both ends plugged with circular lid materials 2 and 3 made of a hard material, such as metal. A rotating shaft that transmits a torque of a motor 4 placed in tandem with the slender cylinder 1 is fitted in the hole. After being fitted in the hole of the end or circular lid material, the motor rotating shaft is fixed in the hole so as to transmit its rotation. A rotating shaft 5 made of a metal, etc., is projected out of the center of the other end or circular lid material 3 on the other end of the slender cylinder 1 to overhang outside the slender cylinder 1, where a bearing 6 is fitted on the overhanging rotating shaft 5.
