A method for allocating channels, a base station equipment, a controller and a communication system are provided in the embodiments of the present invention. Said method includes: applying to the controller for channel resource; receiving the channel resource authorization allocated by the controller; receiving channel request message from the terminal device; allocating channels to the terminal device according to the channel request message and the channel resource authorization. The embodiments of the present invention divide the authorization process of radio channel resource use and the random access process into two independent processes, i.e., performing channel allocation process ahead of the random access process, thus the delay except for the random access process will not cause the situation that the channels are allocated but not used by the terminal device, so that the embodiments of the present invention solve the problem of resource waste, and enhance the utilization ratio of radio resource.
