PROBLEM TO BE SOLVED: To improve the accuracy of recommending a content to a user.

SOLUTION: A content recommendation device 12 according to one embodiment comprises: a clustering unit 28 for generating a cluster set including a plurality of clusters by clustering usage situations of respective contents by a plurality of users based on a predetermined index; an effectiveness determination unit 32 for determining the effectiveness of the clustering by evaluating the correlativity between the content and the cluster; a popular content determination unit 30 for determining the degree of popularity of each content of the cluster to which a user to be recommended belongs; and a recommended content determination unit 34 for determining a content to be recommended by evaluating the degree of popularity in addition to the effectiveness of the cluster set.
