摘要 <P>PROBLEM TO BE SOLVED: To form a porous layer containing a carbon particle and a resin on a top layer of a gas diffusion layer substrate in a relatively short time when manufacturing a gas diffusion layer to be used for a fuel cell. <P>SOLUTION: In a gas diffusion layer manufacturing apparatus 100, a paste application device 10 applies paste containing a carbon particle, a thermoplastic resin particle and surfactant to an upper surface of a gas diffusion layer substrate 200. A first heating furnace 20 heats the gas diffusion layer substrate 200 while turning the surface coated with the paste upward perpendicularly. An inverting mechanism 30 inverts the gas diffusion layer substrate 200 to which heating treatment has been applied in the first heating furnace 20 and which is carried out of the first heating furnace 20, so as to turn the surface coated with the paste downward perpendicularly, and conveys it to a second heating furnace 40.
