PURPOSE: A temperature control apparatus and method for a seat heating-and-cooling device of a vehicle are provided to minimize the power consumed by a blower fan and a thermoelectric element. CONSTITUTION: A temperature control apparatus for a seat heating-and-cooling device of a vehicle comprises a thermoelectric element(12), a flow sensor(14), and an electromagnetic controller(13). The thermoelectric element heats or cools the air provided to a vehicle seat. The flow sensor measures the flow rate of air provided to the seat. The electromagnetic controller controls the current amount applied the thermoelectric element according to the flux information fed back from the flow sensor.
