Disclosed is a spiro compound of formula (Ia), a pharmaceutically acceptable salt thereof or a solvate thereof, wherein the substituents are as defined in the specification, a pharmaceutical composition, a GPR40 agonist, an insulin secretion-promoting agent or a hypoglycaemic agent comprising said compound and the use of said compound for treating or preventing a disease such as diabetes mellitus, hyperglycemia, impaired glucose tolerance and impaired fasting glucose.
