<P>PROBLEM TO BE SOLVED: To provide a toner conveying device preventing a locking phenomenon by suppressing a compaction state of toner in the vicinity of a toner discharge port in a toner conveying path, and provide a toner cartridge and a cleaning unit having the same. <P>SOLUTION: A toner conveying device comprises: a toner conveying cylinder having a toner conveying path 201y arranged inside, a toner inlet port arranged upstream of the toner conveying path 201y, and a toner discharge port 204a arranged downstream of the toner conveying path 201y; and a screw shaft 202 rotatably disposed in the toner conveying cylinder and conveying toner upstream to downstream in the conveying path 201y. The screw shaft 202 is provided with a rotary shaft 202a and a helical blade mounted on the rotary shaft 202a. The helical blade is provided with a rigid helical part 202ba fixed on the rotary shaft 202a, and a helical spring part 202bb arranged at a position facing the toner discharge port 204a downstream of the downstream side-end of the rigid helical part 202ba.
