<P>PROBLEM TO BE SOLVED: To prevent abrasion and flaw when resin with small surface energy is used for preventing offset. <P>SOLUTION: A fuser member comprising a substrate and a release layer is provided. The release layer is disposed on the substrate and includes a plurality of carbon nanotubes 33. The carbon nanotubes have hydroxyphenylmaleimide group covalently bonded to outer surfaces of the plurality of carbon nanotubes, and a fluorine-based elastomer shell layer 31 covalently bonded to the hydroxyphenylmaleimide. The plurality of carbon nanotubes are in dispersed in one or more fluorine-based materials 32.
