A method for producing steel comprises smelting process and heat treatment process. The heat treatment process comprises pre-heat treatment and quenching-and-tempering heat treatment. The pre-heat treatment comprises normalizing treatment, and the quenching-and-tempering heat treatment comprises quenching treatment and tempering treatment. The component of steel produced by the method described above comprises(by wt%): C:0.24-0.32%; Si:0.20-0.50%; Mn:1.30-1.70%; P:=0.02%; S:=0.02%; Cu=0.30%; Cr:0.50-0.80%; Ni:0.40-0.70%; Mo:0.25-0.45%; Al:0.02-0.08%; balanced Fe and other unavoidable elements. Thereby, steel with high strength and high toughness is obtained.
