PURPOSE: A ship and marine construction having a reduction device is provided to reduce the dynamic movement of marine construction and the rolling motion of a ship. CONSTITUTION: A ship and marine construction having a reduction device comprises a frame(200), a flexible material(202), and a fastening member(204). The frame has an open structure in order to accept the transformation action of a flexible material frame. The flexible material blocks are combined in the frame and closes an opened center of the frame. The flexible material has the resistance and can be changed according resistance to the movement of the marine construction and ship. The fastening member combines the frame and flexible material.
