PURPOSE: A water-soluble urethane resin composition for coating a pre-coated metal base is provided to offer excellent cohesive property, workability, and corrosion resistance of the composition to the metal base. CONSTITUTION: A water-soluble urethane resin composition for coating a pre-coated metal base contains the following: 100 parts of water-soluble urethane resin solid by weight; 10-20 parts of inorganic binder by weight; 2-10 parts of metal chelating agent by weight; 1-5wt% of adhesion improver by weight; 1-10wt% of anti-rust etching reagent by weight; and 0.1-2wt% of antifoaming agent by weight. The inorganic binder is selected from alumina sol, zirconia sol, silica sol, or titanate sol.
