<P>PROBLEM TO BE SOLVED: To estimate the formed water amount that is collected in a fuel chamber of a fuel cell stack, and to discharge this. <P>SOLUTION: In a module 130-n, positioned at the farthest downstream, the output voltage value of a unit cell of the fuel chamber in which water is most apt to collect, that is the unit cell 15-m adjacent to an electrode plate D, and respective output voltages of the unit cells of the fuel chamber 30-1, in which a gas current is the smallest are detected by sensors S1, S3, the output voltage of the unit cell of the fuel chamber in which water, is least likely to be collect is detected by the sensor S2, and these are compared.
