PURPOSE: A wireless communication system, a wireless communication method, a base station, and a mobile terminal are provided to efficiently restrict the interference power. CONSTITUTION: A determining unit(125) determines whether a transmission power rate included in an uplink scheduling information remains under a first threshold value and whether the received quality value remains under a second threshold value. If the transmission power rate and the receiving quality value remain under the first and the second threshold values, a transmission unit of a base station transmits a transmission speed reduction data which indicates the reduction of the transmission speed to the mobile terminal.
