PURPOSE: A flow controller is provided to simplify a piping structure and facilitate the management of pipes. CONSTITUTION: A flow controller(100) comprises a first flange(10) which is connected to a first pipe(1), a second flange(20) which is connected to a second pipe(2) and faced to the first flange at an interval, and a control plate(30) comprising first and second flow control units(31,32) which are arranged between the first and second flanges to control the flow rate of fluid.
