PURPOSE: An apparatus and method for encoding an image using a block merge are provided to reduce transmission quantity by transmitting a motion parameter once with regard to the merged block. CONSTITUTION: An image encoding apparatus performs inter-motion correction screen prediction of a predication unit(903). After the prediction unit is partitioned, the image encoding apparatus merges the samples in a merge enable block with a current block(905). The merge enable block group includes the surrounding samples of the current sample. The image encoding device allocates the same motion parameter to the merged block.
