PURPOSE: An apparatus for forming films by swelling thermoplastic resin is provided to reduce the costs for manufacturing and maintaining a windbreak unit and to enable quick access of a worker to a stabilizing unit and a cooling air ring. CONSTITUTION: An apparatus for forming films by swelling thermoplastic resin comprises a cooling air ring which is installed in an annular die, a stabilizing unit which folds a tube(14), and a windbreak unit(500) which is installed between the stabilizing unit and the air ring. The windbreak unit comprises a tubular windbreak wall(502) which contacts the inner periphery of a ring-shaped part(501) and is placed in a part(424a) of a lower plate(424) and a tubular guide part(503) which sliding-contacts the tube and is inscribed to the tubular windbreak wall.
