<P>PROBLEM TO BE SOLVED: To reduce dazzle in a side direction in a simple structure without reducing efficiency of a lighting system too much. <P>SOLUTION: A light source 122 (an LED) emits light. A diffusing plate (a light guide plate 130; a diffusing cover) is of a flat sheet shape. The diffusing plate diffuses the light emitted by the light source 122. A translucent plate 140 (a translucent cover) is of a flat sheet shape. The translucent plate 140 transmits the light diffused by the diffusing plate.
