The driving model creating apparatus creates a driving model for indicating the driving state of a vehicle (10). The driving model creating apparatus creates the driving model on the basis of road information that is information related to the driving environment of the vehicle (10), and driving information that is information related to the driving state of the vehicle, which will change as a result of a driver's driving operation.
