<P>PROBLEM TO BE SOLVED: To allow a general consumer who have replaced a household electric appliance with an energy-saving one to easily check energy-saving effect by the replace. <P>SOLUTION: A power meter is provided with a function of a network transmission, and a database server is provided with means for reading or registering a power consumption of a previous electric appliance.
