<P>PROBLEM TO BE SOLVED: To provide a device and a method for generating a voice alert while monitoring power consumption of a load. <P>SOLUTION: A voice type watt-hour meter 20 comprises a measurement circuit 36 and a processing unit 46. The measurement circuit 36 monitors the power consumption of loads 16 and 18, and the processing unit 46 generates a voice alert based at least in part on the power consumption of the loads 16 and 18. The voice alert can be configured to inform when instantaneous power consumption exceeds a threshold.
