<P>PROBLEM TO BE SOLVED: To provide an optical communication device and a photographing device, capable of surely restricting photographing of a photographing restricted subject. <P>SOLUTION: An optical communication device 12 modulating prescribed data for a light ray having directivity and transmitting the data is installed near a photographing restricted picture 16. A photographing restriction signal is transmitted by the light ray having directivity from the optical communication transmitter 12 to a light receiving area of a digital camera 10. Photographing is restricted only when the digital camera 10 is directed to the photograph restricted picture 16 due to the light ray having directivity.
