<P>PROBLEM TO BE SOLVED: To improve compressibility during image compression. <P>SOLUTION: A tile image constituted of a predetermined number of pixels (e.g., 32×32 pixels) is divided into a block (peace) of a size of 2×2 pixels, and the color data of each pixel in each peace are compared. And, a pattern flag indicating the arrangement pattern of the color data included in each peace is identified, and as the color data corresponding to the pixel in a predefined position in each peace being as the color data of the first color, the color data of the first color in each peace and the color data other than the first color are identified. And, except when all peaces constituting the tile image are constituted of the same color, when it is determined that all pieces are constituted of two colors, the two colors are assumed as a representative color for reference in the tile image.
