Disclosed are: a lithium composite compound particle powder which has, as a positive electrode active material for a secondary battery, good cycle characteristics and excellent high-temperature storage characteristics; and a secondary battery which uses the lithium composite compound particle powder. Specifically disclosed is a lithium composite compound particle powder represented by Li1+xNi1-y-z-aCoyMnzMaO2, which is characterized in that the ion intensity ratio A (LiO-/NiO2 -) is 0.5 or less and the ion intensity ratio B (Li3CO3 +/Ni+) is 20 or less as determined by analyzing the particle surfaces of the lithium composite compound particle powder using a time-of-flight secondary ion mass spectrometer.
