<p>An apparatus for containment of under water emissions, such as, for example, but not limited thereto, liquid hydrocarbons, comprises a buoyant hydrocarbon containment vessel (16) and a conduit (18) having a first distal end (18a) in communication with the containment vessel (16) and a second distal end (18b) adapted for capturing the emitted matter; and a flow control means (17, 36, 38, 32) for controlling the flow rate of the matter entering and/or leaving the containment vessel (16).
