<P>PROBLEM TO BE SOLVED: To provide an electrode catalyst for a fuel cell and manufacturing method thereof capable of obtaining a fuel cell high in generation efficiency, generation power, and reliability. <P>SOLUTION: The electrode catalyst for a fuel cell is provided in which flake grains detached from lepidocrocite-type titanate (Cs<SB POS="POST">x</SB>Ti<SB POS="POST">2-x/4</SB>O<SB POS="POST">4</SB>(0.5≥x≥1)), which is laminar titanium oxide and catalyst particles containing noble metal are supported on carbon carrier. The manufacturing method includes the steps of: obtaining flake grain support carbon carrier; and supporting the catalyst particles on the flake grain support carbon carrier. The manufacturing method includes the steps of: obtaining catalyst particle support carbon carrier; and supporting the flake grains on the catalyst particle support carbon carrier.
