The present invention relates to a cache manager based on a semiconductor storage device, and a method for manufacturing same. The cache manager based on a semiconductor storage device includes: a cache adjustor; a set of cache meta data units combined with the cache adjustor; a set of cache algorithms using the set of cache meta data units to determine an optimized cache calculation; a cache adaptive manager combined with the cache adjustor; and a monitoring manager combined with the cache adaptive manager.
