<P>PROBLEM TO BE SOLVED: To provide a contact holder which has a configuration for compensating changes in signal transmission property in an outer edge region of a substrate. <P>SOLUTION: A substrate 21 comprises ground conductor layers 291 and 292 provided on or above surfaces 212 and 213 of the substrate, in the vicinity of a plunger of a signal transmission contact 3b.
